(1) According to this rule, the following 6 types of written licenses can be granted:-
(a) A person holding a “licence to sell” may purchase, possess and sell explosives,
(b) A person having a "licence to use" may purchase, possess and use explosives for his own use,
(c) A licensee of "Nike" (foreman) may distribute or use explosives to other employees of the owner in order to take care of the explosives for the work of the licensee, but no licensee shall carry, handle, distribute explosives under the direct supervision of the licensee. Even employed workers will not be taxed to obtain Nike's license.
(d) A person or organization having a "license to conduct research on explosives in a laboratory" may conduct tests on explosives, conduct research and purchase and keep explosives required for such work,
(e) A person who has an "importer's license" can import and keep explosives, but if he wants to sell them, he must also obtain a license to sell them.
(f) a person holding a “licence to carry” under clause (a) above,
(b), (c), (d) and (e) may carry explosives for the persons having the license, provided that such licensees, after filing their name and surname in writing with the local authority, are engaged in the work of transporting explosives under their supervision. Individuals will not be taxed to obtain a separate transport license.
(2) A person holding any type of license may use or cause to be used, stored and transported explosives by himself or by his employees in the required quantity at his place of work. But in any case the licensed owner shall be liable for such work done by his unlicensed or unlicensed employees.
(3) In the amount specified in the license by the local magistrate/Chief District Officer while granting the license according to the needs and experience of the applicant.It may be applicable for specified types of explosives. If the person who has such a license wants to make any changes regarding the type and quantity of explosives written in the same license, he must submit an application form with the same registration as the new license.
